In my opinion isn't bathing its only partially_submerged because doesn't look like she's cleaning her body, and the place isn't a onsen, at least for me.

the answer is no, we can use lace-trim_dress or any piece of cloth, including some shapes like cross-laced_clothes but not for see-through , in this case I think it is not necessary to have a specific tag, because you can use see-through, in the case the lace is showing some really specific, like nipples or something like that.
